As his first stint as Regional Director, RD Nelson P. Honrado attended the 16th Inter-Agency Committee meeting on the restoration of the Cagayan River headed by its Chair, Cagayan Governor Manuel N. Mamba on April 8, 2021.

Since the IAC meeting focused on updates, RD Honrado presented updates on the environmental compliance of dredging operators, for those already issued with Environmental Compliance Certificate (ECC), and the status of their ECC applications, for those in the process of securing the same. In the said meeting, the local government unit of Aparri through a Resolution also requested the conduct of IEC, together with the proponents, regarding vital information on environmental concerns particularly the corporate social responsibilities to be implemented as found in the environmental management plans of the project proponents.

The Environmental Management Bureau Region 2 has already issued Environmental Compliance Certificates (ECC) to dredgers-operators: Riverfront Inc. for Segment 7 and Great River North Consortium for Segments 3 and 5 under the Cagayan River Restoration Project and another ECC to same proponents for the implementation of the navigational channel in order to allow individual dredgers to reach their segments.

The Restoration of the Cagayan River Project will be implemented in two (2) phases. The first phase with eight (8) approved segments will be implemented from the mouth of the river in Aparri, Cagayan that extend up to about 8.5 kilometers upstream and one (1) kilometer downstream of the proposed location of the Camalaniugan Bridge.

The Cagayan River Restoration Project covers a length of 31.877 kilometers of the Cagayan River from the Municipalities of Aparri, Camalaniugan and Lal-lo, Province Cagayan based on the Dredging Masterplan prepared by the Department of Public Works and Highways concurred by the Inter-Agency Committee Chaired by the Governor, Vice-Chaired by the Department of Environment and Natural Resources, and members are Environmental Management Bureau, Mines and Geosciences Bureau, and Department of Public Works and Highways.

Said project is pursuant to DENR Administrative Order 2020-07 (Rationalizing Dredging Activities in Heavily-Silted River Channels Pursuant to the DENR-DPWH-DILG-DOTR Memorandum Circular No. 1 Series of 2019) dated 27 February 2020. The implementation of the Cagayan River Restoration Project is embodied in Section 5.4 of the DENR-DPWH-DILG-DOTr Joint Memorandum Circular 2019-01 in order to protect and properly manage the disposition of dredged materials as well as restore the natural state and water flow of the heavily silted river channels in the country.
